SUMMARY OF DUTIES:

The Road Foreman ensures safe and efficient train make-up, commuter, road and terminal operations, and management of train and engine service employees.

ESSENTIAL FUNCTIONS:

  • Provide leadership, mentoring and guidance to engineers.
  • Oversee operation in coordination with the road trainmaster in compliance with rules and regulations.
  • Ensures bulletins, equipment, postings, etc. adhere to labor, federal and Amtrak regulations.
  • Monitor employees for compliance with policies and operating practices, and initiate action for non-compliance in a consistent and fair manner.
  • Manage employees and train operations to optimize OTP and make recommendations to improve performance.
  • Respond to service disruptions within area of responsibility, handle promptly and provide written and oral reports.
  • Interview, select and manage new-hire locomotive engineers; oversee, evaluate and document on-the-job training of new-hire locomotive engineers.
  • Manage and oversee locomotive engineer certification requirements.
  • Administer engineer recertification courses and operating rules classes.
  • Conduct efficiency tests, ensure compliance and maintain employee records.
  • Ensure engine crews attend training classes, documenting and reporting training; communicate with carrier railroad managers regarding territory operations.
  • Manage crew base budget for locomotive engineers.

MINIMUM QUALIFICATIONS:

  • Must be a Certified Class I Train Service Engineer.
  • Some operating experience, with no violations described in CFR 49 Part 240.117, as train service engineer and/or as road foreman.
  • Demonstrated general knowledge of locomotives and rolling stock.
  • Demonstrated leadership and supervisory skills.
  • Demonstrated skills using Microsoft software; Excel, Word, PowerPoint.
  • Qualified as a designated supervisor of locomotive engineers.
  • Qualified on physical characteristics of territory.
  • Demonstrated business and financial management experience.
  • Working knowledge of Amtrak policies and procedures.
  • Demonstrated knowledge of CFR 49 requirements and labor contracts (BLE, UTU and TCU).
  • Demonstrated experience in train or passenger service.
  • Demonstrated experience as a train service crew member or Train Director/Dispatcher.
  • Demonstrated experience as Locomotive Engineer.

PREFERRED QUALIFICATIONS:

  • Bachelor’s degree in Transportation, Business or related field OR equivalent work experience, training, and/or education.
  • Demonstrated supervisory experience, leading and managing others with different levels of expertise.
  • Demonstrated experience with train operation, crew base, crew management, operations, train handling and service delivery.
  • Ability to develop and manage an operating budget.
  • PTC Qualified.

COMMUNICATIONS AND INTERPERSONAL SKILLS:

Must have excellent oral and written communication skills.

The salary/hourly range is $127,000. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
