In June 2022, San Francisco voters passed a ballot measure that mandated the creation of a Mayor’s Office for Victims’ Rights (MOVR), also known as the Office of Victim Witness Rights, an independent city department designed to represent the interests of victims of crimes. In May 2024, Mayor London N. Breed officially created MOVR when she appointed its inaugural director. In June 2024, the Board of Supervisors moved the existing Office of Sexual Harassment and Assault Response + Prevention (SHARP) to MOVR, thereby including its work to directly serve sexual assault survivors under the purview of MOVR. This is an opportunity to join a small, collaborative team in the start-up phase of San Francisco’s first city department dedicated to serving victims, with an understanding that the concept of “victim support” must include violence prevention given the permeability between perpetrator and victim groups.
MOVR Mission Statement: To advocate for and enforce the rights of crime victims, ensuring fair and just treatment throughout the criminal and civil legal processes. We work to strengthen and oversee a comprehensive network of victim services across the city, with a special focus on those affected by domestic violence, sexual assault, community violence, and hate crimes.

Under general direction, the Senior Administrative Analyst is responsible for directing and performing difficult, complex, and/or sensitive projects for departmental management, such as: planning, organizing, leading and/or participating in complex, sensitive, and detailed analytical work.
The Senior Administrative Analyst will report to the SHARP Director and contribute to the development and execution of the short-term goals and the long-term objectives of MOVR. The project will be focused on supporting sexual assault victims.
Duties may include, but are not limited, to the following:
Possession of a baccalaureate degree from an accredited college or university and three (3) years full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.
Substitution:
Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.
Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.
